It will not work with Starter or Standard versions.

What the Expert Upgrade Adds
Upgrading to Expert provides full enterprise-level capabilities, including expanded ODBC database connectivity (MySQL, PostgreSQL), advanced encoding options such as smartcard and RFID support, and enhanced automation for high-volume ID card issuance environments.
This is a seamless upgrade — but it requires the Advanced Edition to already be installed and activated.
